Adding a User View

Interesting day. Got a chance to use TWiki at work. The attraction there seems to be (among many other things) a view that can be customized for each site.

And yes, I think we need a user view for the Ark. See http://www.compstrm.org/wiki/uuid/8ET8fpIfmddiRF3eVStARi-L for my thoughts on that.
