fixing the problem

I really do dislike having to fall back to Alpha. Its also generally difficult to fix a bug which only occurs on especially large datasets. But I may just be lucky this time.

I suspect that the problem has to do with restore not creating the Ark Topic. I've now added a check to restore to create it if needed, and I'm reloading now. The reload will take a few hours.
