maintenance commands done and released

Not a bad day--got out 2 releases.

Release 0513b contains the maintenance commands crds, dsadd and dsrm. Now you can create and reorganize complex structures of data sets.

Just be sure to "run wiki/install.tki" in the TKI shell before trying to use the web interface.

Well, that's it for today. Next is working on citations, which may take a while as I want to handle qualified names. After that, its time to go back and clean up the internal structures. ;-(
