changes to the default display and advanced interface

Just tired tonight--not a good time to code!

I did have a nice chat with Norm. We walked through the basic interface and touched on mvhere. I also raised the question of simplifying the advanced interface header, stripping off the top bar and the tags. He agreed. This frees up a lot of vertical space!

What I'll do with the tags display is add it to the default display of a topic. This means it will not be visible when viewing the results of a query, but that should be OK. It also means that guest and basic users will now see the tags, which is probably a good thing if a mixed blessing.

Timing is the question. Probably I'll work on this between 2.1.1 and the new advanced interface (aka 2.1.2), because advanced users definately need to see those tags.
