The Users Table

Norm concurs that the Users table needs to be external to the Cabinets. So we'll need an Ark Cabinet to hold this (and other) data.

The User table should now likely be 3 columns: user,cabinet,role and while we're at it, lets make the cabinet column a regex. Here then is a sample in csv form that I'll probably use on compstrm.org:
