Cabinet Classifiers

I've been thinking about moving/sharing Cabinets between Arks and it occurs to me that different Arks will have different users with different role assignments in their various Cabinets.

So it makes sense to move the Users LSec, which is really classifier data for the Cabinet, out of the Cabinet itself. Perhaps we can create another Cabinet (which will typically not be shared) to hold Cabinet Classifier data as well as daemon descriptors (like email configuration data, which is currently in the wiki.tac file).

Well, if I do the API right, I can address this later.
