started writing code for access control :-)

As I refined the specs for access control, the specs for remarks shrank considerably--a good sign. So I've folded them into the specs for limiting write access.

I've also included specs for a new command, restrict, which would populate the restrict tag across Topic sub-trees. That should take a lot of the pain out of using the restrict tag.

Meanwhile I've started writing the code this morning, building an API to make it all easy. It is going well. Finally!
