COODBMS release 0.17

* The createWellknown bug has been fixed.
* The runScript utility now works with any branch in any database.
* The static.cowdb trunk branch now holds command descriptions, which is now used by Browser. A script is provided for loading this information.
* The check register sample application now has a script for defining its commands.
