ch, private

Two more commands have been implemented in AgileWiki3:

ch - change the document content of a topic; and
private - restrict read access to a user or group.

Now ch is just an AgileWiki2 command carried forward... almost. We do support both plain text or html, so that's a change.

But private is something that was not in AgileWiki2. It allows us to have private cabinets that can only be accessed by a select group. It also means that users can have private topics in their home cabinets that only their close friends can access.

There's problems of course, especially with group definitions. This is where a simple delegation trust model is helpful. But not right now, hmm?
