Section 7 of the UserGuide: Tags; changes to Descriptors

Just completed the Tags section of the UserGuide:

This one was easy. But classifiers are next, and will perhaps be a bit more work.

I'm also thinking about changing the way descriptors work. At agilewiki.org there are currently 152 Cabinets, and most of them contain only a large DescriptorUnits Drawer. Seems like quite a waste of disk space, and it also means that they are largely out of date.

So why not make the Ark's own DescriptorUnits Drawer the default, and only use the DescriptorUnits Drawer in the Cabinets for DUs specific to that Cabinet? Sure would be easier to maintain!
