good progress on extended web

Now everything is a web page, including DataSets. And the topics command nicely displays the visible topics. Next is to fix the journal--it needs a lot of work.

Note that I still can't use web to create datasets or move things around. Maintenance commands are missing. And application data other than wiki pages is also missing. But navigation is working just great.
